Vidhur Niti • Chapter 2 • Shloka 24
सुपुष्मितः स्यादफल: फलितः स्याद् दुरारुहः ।
अपक्रः पक्कसंकाशो न तु शीर्येत कहिचित् ॥
The king blossoms well like a tree but remains empty of fruit (i.e. not much giver), even if he is full of fruit (giver), he cannot be climbed, such (i.e. out of reach). Even when he is raw (i.e. less powerful), he should reveal himself as ripe (i.e. full of power), by doing this he will not be destroyed.
