पुष्पं पुष्पं विचिन्वीत मूलच्छेदं न कारयेत् ।
मालाकार इवारामे न यथाङ्गारकारकः ॥
As a gardener plucks each and every flower in the garden, without cutting its root, in the same way the king should protect the subjects from them. The root should not be cut like a coal maker.
