अपरं च । प्रजां संरक्षति नृपः सा वर्धयति पार्थिवम् ।
वर्धनाद्रक्षणं श्रेयस्तदभावे सदप्यसत् ॥
Moreover, the king protects the subjects; they enrich the king. Protection is better than enrichment. For in its absence, even what is, is not (i.e., no property is secure).
